Draft Studies & Controls

The documents attached to this page include all proposed planning documents which shall determine either: the future scope of development and conservation within the Great Lakes; or the future controls for the form and appearance of development on any given site within the Great Lakes.

The documents on this page are either:

  • currently on exhibition
  • through the process of public exhibition, but not yet adopted by Council; or
  • through public exhibition, adopted by Council, but not yet gazetted by the Minister of the Department of Planning.

Acronyms for these documents are as follows:

LES - Local Environmental Study - an LES is a technical study of the environment (e.g. plants, animals, soils, water) for the purpose of assessing the development capability of a given site, locality or across the entire local government area. An LES may be required prior to a rezoning (LEP) or the preparation of related development controls (DCP) for a particular site or locality.

Strategy/Study/Structure Plan - these documents are usually undertaken by Council to assess and/or guide future planning and development within a site, locality or across the entire local government area. Their content generally includes environmental, economic and social considerations.

LEP - Local Environmental Plan - an LEP is a planning instrument created by Council and made legal by the Minister of Planning. An LEP outlines the zones, permissible land uses and higher level development controls within the Great Lakes.

DCP - Development Control Plan - a DCP is a planning document created by Council and usually made legal by the Council. A DCP provides more detailed development controls which relate to e.g. building height, size, landscaping and parking requirements. A DCP may be prepared for a specific site, locality or relate to a certain development type e.g. residential, commercial or industrial.

VPA - Voluntary Planning Agreement - a VPA is a voluntary arrangement between a planning authority and a developer in connection with a rezoning or development application. The VPA clearly specifies what additional infrastructure a developer will provide at no cost to Council to ensure the recoupment of costs of infrastructure and service needs, whether or not generated by the development. VPAs may relate to the provision of roads, infrastructure, playing fields, open space, wetlands, water quality infrastructure and sewer services.

Council will be exhibiting the draft DCP for fifty-five (45) days from Wednesday, 16 September 2009 to Friday, 30 October 2009. more ..

Draft DCP No. 46 - Single Dwelling & Dual Occupancy - Published: 16 Sep 2009
Council will be exhibiting the draft DCP for forty-four (44) days from Thursday, 17 September 2009 to Friday, 30 October 2009.

Draft LEP No. 27 - North Hawks Nest, Lot 1 DP 868540 (Hawks Nest Golf Club) & Proposed VPA (On Exhibition) - Published: 02 Jul 2009

Draft LES - North Shearwater - Published: 09 Apr 2009
Council resolved at its Ordinary Meeting of 24 March 2009 to place on public exhibition the draft Local Environmental Study (LES) for the area referred to as North Shearwater, the exhibition period is from 9 April to 15 May 2009. more ..

Draft Forster Tuncurry Employment Land Implementation Strategy (November 2008) - Published: 11 Dec 2008
The public exhibition period closed on 13 March 2009.  Council is currently considering submissions and comments received prior to the strategy being finalised.   more ..

Draft LEP No. 77 - Rezoning for Health Facility - Published: 10 Dec 2008
The draft plan was exhibited from 10 December 2008 until 30 January 2009 and proposes to rezone land in the South Street Medical Precinct of Forster from Zone No. 2(b) (Medium Density Residential Zone) and Zone No. 6(a) (Open Space and Recreation Zone) to Zone No. 5(a) (Special Uses – ‘Hospital’) to enable the provision of an Integrated Primary Health Care facility. more ..

Draft LEP No. 76 - various lands at Tuncurry - Published: 03 Dec 2008
The draft Local Environmental Plan and supporting documents where exhibited from 3 December 2008 until 21 January 2009. Draft Great Lakes Local Environmental Plan (Amendment No. 76) proposes to rezone various land at Tuncurry to a combination of 2(a) Low Density Residential, 7(a1) Environmental Protection and 7(b) Conservation.  The subject lands are situated immediately west of existing urban development in Tuncurry and collectively comprise an area of approximately 185 hectares. more ..

Draft LEP No.53 - Protection of Trees (deferred) - Published: 09 Aug 2005
Great Lakes Council resolved to adopt Draft LEP Amendment No. 53 Protection of Trees and the draft plan was placed on exhibition 29 June to 29 July 2005. The draft LEP has been deferred as a result of the Department of Planning's Planning Reform Program and production of a Standard Instrument Principle LEP which contains a Preservation of Trees clause.  more ..
